Jakarta's Odd Even Regulations at PPKM Level 1

You might remember the odd-even regulations for private vehicles on several roads in Jakarta before the pandemic. This regulation was originally initiated to reduce traffic congestion in Jakarta’s road network by only allowing vehicles with the last digits of odd or even vehicle registration numbers to pass on odd or even dates. 

Now, as Jakarta enters the community activity restrictions (PPKM) level 1, the odd-even regulations have returned with some adjustment according to the level of activity restrictions in Jakarta. At level 3, the government has loosened some restrictions with the opening of malls, schools, and offices, albeit with limited capacity. Thus, with the return of public mobility, there is a need to anticipate traffic jams, and so the odd-even regulation in Jakarta at PPKM level 1 has been reinstated.

Odd Even Regulation

The odd-even provisions that apply during PPKM Level 1 in Jakarta are based on the Circular Letter of the Head of Jakarta Transportation Agency No. 447/2021. This regulation is effective from October 25, 2021. This odd-even rule applies from 06.00 to 10.00 local time (GMT+7) and 16.00 - 20.00 (GMT +7).

The roads that will apply the odd-even system are: 

  1. Jalan M.H Thamrin
  2. Jalan Jenderal Sudirman
  3. Jalan Sisingamangaraja
  4. Jalan Panglima Polim
  5. Jalan Fatmawati mulai dari Simpang Jalan Ketimun 1 sampai dengan Simpang Jalan TB Simatupang
  6. Jalan Tomang Raya
  7. Jalan Letjen S. Parman mulai dari Simpang Jalan Tomang Raya sampai dengan Jalan Gatot Subroto
  8. Jalan Gatot Subroto
  9. Jalan M.T Haryono
  10. Jalan H.R Rasuna Said
  11. Jalan D.I Panjaitan
  12. Jenderal A. Yani mulai dari Simpang Jalan Bekasi Timur Raya sampai dengan Simpang Jalan Perintis Kemerdekaan
  13. Jalan Gunung Sahari

In addition, there are 3 routes at tourist sites that are odd-even, those are:

1. North and west entrances of Ragunan Wildlife Park

2. Entrance to TMII

3. The east and west entrances of ANCOL Dream Park

The implementation of odd-even on the road segment, of course, has exceptions for certain vehicles, those are:

  1. Vehicles for health workers handling Covid-19

  2. Covid-19 patient mobilization vehicles and vaccines

  3. Oxygen cylinder carrier

  4. Traffic accident rescue vehicle

  5. Logistics transport freight vehicle

  6. Disabled community carrier

  7. Ambulance

  8. Firefighter

  9. Public Transportation

  10. Electric motor driven

  11. Motorcycle

  12. Special goods transportation for petrol and gas

  13. Leaders of Indonesia high institutions:

  • President/Vice President

  • Chairman of the MPR/DPR/DPD

  • Head of MA/MK/KY/BPK

  • Operational service vehicles with official plates, TNI, and POLRI

    14. Vehicle of leaders and officials of foreign countries and international institutions who are state guests15. 

    15. Vehicles with supervision from the Indonesian National Police (Vehicles for transporting money and filling ATMs).

Stay Alert and Take Care of Yourself Wherever You Are

Even though community activities have started to run again, make sure you stay at home and minimize mobility if it's not important and urgent. Remember, the pandemic is not over yet. Get vaccinated of Covid-19 with available vaccines. If you haven't been vaccinated, register yourself for vaccinations via the JAKI application which you can download on the Google Play Store or Apple App Store. Later you can also check the digital vaccination status at JAKI for you to show when entering public spaces in Jakarta.

To keep yourself safe, don't forget to wear a mask, keep your distance, stay away from crowds, wash your hands diligently, avoid eating and drinking together, if you do activities outside the house.
