JakAPD: An Advance System in Tracking PSBB Violations

On September 14, 2020, Jakarta has again reimposed the large-scale social restriction or PSBB. The decision is part of the emergency brake policy taken by the Government of Jakarta to reduce the number of Covid-19 pandemic transmission.

Previously, the government has also implemented several regulations aimed at helping enforce the law. One of them is the enforcement of progressive fines for violators of the Corona outbreak prevention protocol, which is based on Governor Regulation No. 79 of 2020.

To improve the effectiveness of rules implementation, the provincial government has also made use of technology. This is manifested in the form of a new application and website called JakAPD, which were created through a collaboration between the Government of Jakarta and the Healthcare Service Application (Helfa).

Digitizing Violation Data Management

For now, the tasks of monitoring Covid-19 prevention protocol violations in the field are mostly carried out by the Municipal Police Unit (Satpol PP) and the Jakarta Provincial Manpower, Transmigration and Energy Office. The data collection itself is still done manually, by filling out the Investigation Report (BAP) on physical paper before transferring it into the online system in the form of a spreadsheet.

However, the conventional method as mentioned above has several shortcomings. Filling in BAP data on paper, for example, can create a risk that the paper will be exposed to water, torn, or even lost before it can be rewritten in digital form.

But, with JakAPD, officers who are following up on an offense no longer need to use stationery or paper when collecting information. With just a smartphone and an internet connection, all the monitoring and data collection processes of local rule violators can now be done completely digitally, such as:

  • Violation data collection;

  • Filling in BAP;

  • View history of violations (individual or business entity);

  • Perform real-time statistical data analysis through an exclusive dashboard;

  • Monitor the map of the distribution of the location of offenders.

Broadly speaking, the way violation data collection works in the JakAPD system begins with officers filling in the BAP digitally through the JakAPD mobile application. The recorded information is then archived into an integrated system through the JakAPD website or dashboard. Finally, the data then could be monitored by the relevant Regional Apparatus Organization (OPD) leader.

Track Repetitive Offenses

Apart from the ease of making violation reports, the JakAPD also makes it easier for officers to track repeated violations. This can be done by entering a unique code in the form of a Personal Identification Number (NIK) or Taxpayer Identification Number (NPWP), each of which has been integrated with the data at the Population and Civil Registration Service (Dukcapil) and the Jakarta Manpower and Transmigration Office. JakAPD will then automatically display a history of violations, both individuals and business entities.

As we know, repeat offenses determine the type of sanction or the amount of the progressive fine imposed. Governor Regulation No. 79/2020 states, citizens who violate health protocols can be subject to sanctions or administrative fines of up to Rp250,000. However, if there is a repeat violation, the fine imposed will be multiplied and can reach up to Rp1 million.

The same thing applies to the violation committed by a business entity. Repetition of violations will result in the amount of the fine being multiplied that could reach a maximum amount of Rp150 million if the violation is repeated three or more times.

With the presence of JakAPD, the Government of Jakarta is once again making use of technology to ensure that the law enforcement process and the Covid-19 prevention protocol run quickly, easily, effectively, and transparently. At the same time, the government also continues to invite active participation from the public to report PSBB violations through several channels such as JakLapor on the JAKI application. The hope is that the close collaboration between the government and the community can build a culture of discipline amidst the ongoing fight to curb the spread of the coronavirus outbreak.
